Engineering science and technology is strongly linked with production, and is the most direct driving force for the Two Centenary Goals of China. The main tasks of medium- and long-term strategic research on engineering science and technology are to design a development route for China's engineering science and technology aim toward scientific and technological power, based on China's situation and development requirement analyses. This paper introduces the methodology applied in our project for medium- and long-term development strategy research on engineering science and technology, and proposes a general idea and strategic framework for China's engineering science and technology development to 2035.

Under China's goal of ecological civilization construction, research into strategies for industrial development layout within the constraints of the environmental carrying capacity has become increasingly important. Based on China's atmospheric and water carrying capacities, its water resources, and the positions of its main functional zones, this paper puts forward strategies for the layout of industrial development in China's industry, energy industry, and key regional industries under the constraints of the nation-wide environmental carrying capacity and the carrying capacities of Beijing-Tianjin-Hebei (Jingjinji), the five northwestern provinces and autonomous regions, and other key areas. These strategies provide scientific guidance for industrial layout planning and for the achievement of a successful combination of industrial development and environmental protection.

The main reason of energy demand growth in China from the perspective of life cyce of society was analyzed. After that, the basic concept of energy saving for China was analyzed, and the importantce to distinguish the construction energy consumption and the operation energy consumption were pointed out. Then, the strategic goal of mid-long term energy saving of China, and three ways to implement it were proposed and they were: institutional energy saving, systematic energy saving and technological energy saving. And a case study of systematic energy saving for the problem of the life time of domestic building was also introduced.

Since twenty-first century, most of the developed countries have realized the importance of advanced manufacturing. “Industrial Internet” from the U.S. and “Industrie 4.0” from Germany should be the best two strategies to develop advanced manufacturing. They have caused the transformation of product development, production mode, and the achievement of the production value, globally. In this critical moment, it is important to promote the integration of informatization and industrialization, to insist on innovation driven, to strengthen the intelligent manufacturing base, to consolidate the training of high skilled talents, and to strengthen international cooperation for consolidating and enhancing the global status of China manufacturing.

Development Strategy of Smart Agriculture for 2035 in China

Smart agriculture is an important component of high-quality agricultural development and the overall rural revitalization in China. Research on smart agriculture strategy is significant for developing a medium- and long-term scientific and technological layout and clarifying the development ideas and direction of smart agriculture in China. Against the background of rural revitalization, this study summarizes the macro demand of high-quality agricultural development for smart agricultural science and technologies; it also analyzes the strategic conception, strategic tasks, and development route of China’s smart agriculture development toward 2035. Conclusions show that developing smart agriculture helps address the low quality and efficiency and weak competitiveness of China’s agriculture sector. Furthermore, to achieve the replacements of human power with machines and human brains with computers, and promote the independent technological competitiveness of China’s agricultural sector, an industrial technology system for the smart agriculture that integrates biotechnology, information technology, and intelligent equipment should be established; and smart agriculture should be promoted in a staged manner considering different business entities and industrial needs. Specifically, China should strengthen the top-level design, promote technological research, establish a differentiated subsidy mechanism, integrate industry and village, and encourage applied talent training.

The Mative Force for Drawing up the Land Use Overall Planand Its Validity Term and Characteristic

Drawing up the overall plan for land use is the guarantee to provide land use for the construction of a well-off society, and is an important measure to strengthen the macroeconomic regulation. The paper describes the three motive forces from the theoretical point of view for promoting this plan:safety in grain production, stable development of economy, and environmental protection. In order to better serve the economic development, the author proposed to divide the overall plan into three phases based on the economic development need:The first is a strategic plan——medium and long term land use plan;the second is a campaign plan——five-year land use plan in concordance with the State's Five-year Plan;the third is a tactic plan——the detailed regional land use plan which is characterized by goal unity, total quantity invariability and dynamical demand. In order to establish a persistent effect mechanism for land use and to prohibit the unjustified appropriation of farmland, the author proposes:The National People's Congress should draw up"the law of land use planning" and"the law of basic farmland protection" ;The tracking of the basic farmland usage using the remote-sensing technology should be established;Land use should be dynamically supervised; Farmland use contract should be signed with farmars.

Strategy for Carbon Sink and Its Amplification in Marine Fisheries

The concepts of the marine fisheries carbon sink and carbon sink fisheries current state of research, main problems, technological needs are introduced in this paper. Compared to forestry carbon sequestration, marine fisheries carbon sink is characterized by both high efficiency and scale-up potential. Therefore, the strategy and measures for scaling up marine fisheries carbon sink are proposed, including: investigating the potential and mechanisms for marine fisheries carbon sink; vigorously developing carbon sink fisheries of which the principal part is aquaculture; strengthening the conservation and management of natural carbon sink and environment of China's seas; implementing fisheries carbon sink amplification project construction, and promoting the development of environmentally friendly aquaculture industry.

Engineering Science and Technology Challenges in the Antarctic Krill Fishery

Participating actively in the exploitation of Antarctic marine living resources is a new demand for the sustainable and healthy development of marine fishery. In this paper, the history and trend of international Antarctic krill fishery is presented, the major problems faced by Chinese Antarctic krill fishery analyzed, and relevant engineering and Sci-Tech suggestions proposed. The international Antarctic krill fishery has developed into a new industry supported by innovative fishing technologies and markets with high-value-added products, with both fishing and processing capacities. Developing Antarctic krill fishery can enhance China’s distant-water fisheries and contribute to the emerging industries concerning marine living resources. To achieve this goal, researches and innovation in fishing and processing equipment and technology should to be encouraged to improve the core competitiveness of fishing industry, whilst basic ecological researches on fishery resources are also needed to promote thesustainable development of Antarctic and polar fishery.

The Current State and Development Strategy for China’s Saline-Alkaline Fisheries

The active development and utilization of saline-alkaline aquatic resources is an important measure that must be effectively expand the aquaculture industry's production capacity. In this paper, the current situation and achievements of the saline-alkaline fisheries in China are presented and the major problems faced by this sector are analyzed. Furthermore, the primary tasks associated with saline-alkaline fishery technological innovation are proposed, including resource evaluation and utilization, ecological system construction, saline-resistant breeding and cultivation, efficient and healthy aquaculture, ecological benefits evaluation and information sharing platform-building. Furthermore, a host of implementation measures and policy recommendations are put forward to promote the sustainable development of saline-alkaline fisheries based on the different roles played by the government and business sector in this project.

Sustainable Development of China’s Marine Fishery and Its Demand on High-Technology

Marine fishery is one of the quickest developing industries in China now, but it faces some problems which encumber its development further. In terms of the analysis of recent situation 6f studies and the main problems affecting sustainable development of China´s marine fishery, the author proposes 5 High - technology subjects supporting the fishery sustainable development for the future. They include the technologies on excellent seeds cultivation and reproduction in mariculture, disease prevention and health mariculture, industry mari-culture and ecosystem-base regulation, living marine resources sustainable development and management, and utilization of marine living active materials.
